 Chronic storm drain leaks II - mystery solved

I wrote about the storm drain "sink hole" in front of my house previously, where the city came out several times to patch and it kept coming back.

Well, this time we got some answers.

A few weeks ago they came and patched it, and after one storm my grass next to the sidewalk sank over 12" in one night. I called and this time spoke to the Public Works supervisor. He said he would send someone to investigate.

So they came out and I was there looking as they excavated. They exposed the top half of the 24" corrugated pipe and laid down some fiber cloth to patch. Then while this happened the rain came and we went under the eave to wait it out. When the rain was over the hole they dug was half full. They said they couldn't continue with so much water and will come back tomorrow. As they started to put orange cones around the hole...suddenly all that water drained away, a swirl formed on the water surface and bam they drained away like how you removed a tub stopper.

We looked at each other and hmmmm...so he got down to the bottom of the hole since there is no more water, and started to dig the bottom half of the pipe...only to find out THERE IS NO BOTTOM HALF OF THAT PIPE. The bottom half has been rotted out totally. They have been patching the top that was falling apart, but the bottom was GONE, eaten away totally. The pipe is half full of dirt.

So that's why it kept leaking.

They said they need to do something.

They'll have to hire someone intelligent to figure out exactly what that something might be.
