 Chronic storm drain leaks

The city has a 20" (or so) storm drain line right outside my property line that runs under the concrete side walk.

Five years ago a hole developed next to my driveway, outside my property line, I reported it to the city, they came out, dug a big hole, repaired it, and backfilled it. No problem for two years, then the same thing at the same spot again.

The process repeated, they dug, they fix, they backfilled.

In June of this year, the same thing at the same spot, the third time. They came out and patched it.

August, only two months later, the same thing AGAIN, a hole in the ground, from erosion underneath.

So today they came out again, for the FORTH time in 5 years, cut a big hole in the ground, exposed the pipe, and patching it.

It is a large diameter corrugated pipe, and they seem to use some sort of black cloth over it. Doesn't look very secure...

What is the proper way to mend corrugated pipes? What are they doing wrong? Why does it take 4 repairs in 5 years? The same spot is leaking every time!

The proper repair would be to cut away any damaged pipe and replace it with a new piece of pipe, and use couplings that bolt together.

Yet they kept putting some cloth/tarp/fabric materials over it, and covered it up.

Over time it works itself loose? Or when the storm drain is flowing full like when we have a tropical storm the water might push the cloth from the inside?

Why wouldn't the city's public works department require a final inspection from the city's building/plumbing/permitting? They would most likely fail.

how much would the OP scream if they chopped out his driveway to do the job right and then raised his taxes to pay for the work ?
