Can I glue pvc pipe with it wet and mud all over it?

You cannot wipe it with a rag to clean and dry it off?

if it has mud all over it, you probably won't get the fitting onto the pipe.

one rag + one can of purple primer = clean pipe
dirt, rocks, wood shavings in the joint will lead to leaks.

Closely follow the instructions on the can. You have a minimum time to apply cleaner/primer and glue. One thing that many fail to do is to file a rounded edge to the outside diameter of the PVC prior to applying glue and primer. When prepared properly this way, the glue will spread and make a solid joint. It should be dry but follow the directions and be quick.

Since it is wet, you have to use fast setting hot glue. You don't have to do the bread thing. Purple primer softens pvc material to make abetter pipe glue bond.
Some plumbers simply wipe off the water outside and the dirt and use purple primer. They say with PVC there is no problem of water like solder connection on coppe rpipe
