Need help diagnosing low flow. Pressure tests at outside faucet at 100 psi which I believe is too high. Water flow throughout the house is low, especially when more than one fixture is being used. Pressure at inside sink also 100 psi until toilet is flushed, then drops to about 25 psi until toilet refills, then returns to 100. Does this indicate pressure reducing valve has failed and should be replaced?? Any other possible causes??

How old is the house? Any galvanized piping?

A well would NOT have a pressure reducing valve.

It is possible that a soft copper line has been pinched to reduce flow maybe under a slab.
