 PVC flange repair dumb questions! HELP!

I'm repairing a broken over flange with one of those stainless repair rings (flange is screwed into wood). This might be a really dumb question, but.... the screwholes in the ring don't line up with the existing screwholes in the flange.

So.... do I just drill new holes in the flange using the ring as a guide?? Will this further damage the flange?

AND I've been told by some to run a bead of silicon under the ring....others say not to. Help!

the old ring doesn't matter. destroy it if you need to. just line up the holes in the new ring to suit.
I have never put silicone under a flange.
under the rim of the toilet bowl is fine..
