 Replacement for old cap necessary for sew odors

Hello I have a 39yr old house that I am having resided I asked the installer about a metal circular cap that is old what it is for he didn't know. Yesterday I had my oil burner checked out for the year ahead and he told me that cap is necessary to filter odors from sewer into basement and up thru a pipe in the roof.I wanted to cover it with siding now I know I can't otherwise this serviceman said the odors will come into the house. My question is he right?The house is 39yrs old where can I get a new cap that isn't looking 39yrs old for the new siding and what is it correctly called and do I need a plumber to look into it or will the siding guys just take off the old one and replace a new one?

why are you asking a "service man" about a plumbing pipe? From your description it is a cleanout in the wall. HOW you cover it depends on how it was installed. A photo would help us.
