I just bought a house two months ago, and the house is only two years old. I have a spigot in the backyard that when you turn the handle to shut of the water, the handle just keeps turning and turning. When you turn the handle to turn on the water, the handle eventually reaches a stopping point and won't turn anymore. When turning the water off, the handle never reaches a stopping point and just keeps turning.

have a look at freezeproof faucet stems. they are much more complicated than a plain old faucet.
look at the pictures and you can take your pick of what might be wrong..

can't tell from that photo. need to see the business end of the stem.
chances are, if you can find the exact same faucet that you can remove the stem from the new one and put it into the old one. MUST BE IDENTICAL..
get us better pics and we might help with ID of faucet..
