 Water Meter and Water Pressure Regulator

Would a malfunctioning water pressure regulator cause my water meter to stop working? We have been told by our utility company that our regulator has gone bad (we have reduced water pressure). However, neither the red triangle (leak detector) nor the dial on the water meter is turning at all, even when I leave a faucet open and running in our home. Our utility company told us it is because of a malfunctioning regulator. We have been up under every area of the home with plumbing and cannot locate a water pressure regulator anywhere. We have lived here 3 years and have had no problem with plumbing until two days ago. Thank you for your assistance.

No, a bad pressure reducing valve will have no effect upon the water meter. If the red triangle is not spinning when you're using water then the meter is at fault.
