 Quarter turn faucet valve only dribbles in open position

What is the problem with a quarter turn cold water bathroom basin valve that only dribbles when on, whereas the hot water faucet side works perfectly? The cold water faucet worked perfectly before the "plumber" came. The valve is probably ceramic, less than 7 years old, and part of an unmarked bathroom basin set up with 8" spread. The quarter turn cold water supply valve under the sink is wide open aligned upward with the pipe. It works, I turned it off then back on.
Initially, I had a "plumber" install a new pop up valve assembly, new P trap, and stop a drip from one of the faucet valves.
Now, the pop up valve assy is slightly tilted so that the pop up rod binds, (I think he might have misaligned the new P trap pipe, creating a bind in the pop up valve rod. I had him back to correct the pop up valve binding (only a little better). Then after he was gone from the second visit, discovered the reduced flow on the cold water faucet. Don't want that "plumber" back again ever.
Is there anything I can do? I'm a good mechanic and handy with tools.

who knows what was done????
check the supply tube on the cold side to make sure it isn't kinked. it is possible it was rubbing against the pop-up rod causing it to bind and the plumber bent it out of the way to free the rod but kinked the hose???

To Packy (MA) Very perceptive. That's exactly what the "plumber" did. He kinked the hose badly right at the very top. Thanks much- Joe
