In my upstairs and downstairs showers there seems to be no cold water, just warm to hot. I have a Delta one handle lever that goes from C/off (on right) to Hot (on left). When you turn the level from the off to on position it is already luke warm and then gets hot. There is no cold water flowing. What could be the issue here? Is it a simple fix that I can do myself or something I need to hire a plumber for? I am attaching a pic of the shower handle below:

Has it always been like this ? It sounds like the cartridge is reversed, and the hot limit needs to be adjusted. It's a simple matter to shut the water off, remove the handle, retaining ring, and pull the cartridge free and turn it 180 degrees and reinstall.

We recently moved into this house and was not aware of it since my wife and I use the master bath. When we had guests stay over and they tried to take shower in either the upstairs or downstairs one that is when we noticed it. House is about 11 years old.
From the pic that I posted which model of Delta would this be?

IF it were reversed, then he would get cold water at the left, instead of hot water. His "warm/cold water" may be the temperature in the system.

If the limit is turned down it won't get completely cold.

You can begin with going to Delta's website and download the instructions for your model or... you can call Delta's Customer Care 800 telephone number and ask for a free mixing cartridge.

The limiter ONLY prevents the handle from getting too HOT, it has nothing to do with the cold water side.

IF the cartridge is reversed, which is yet to be determined, and the high limit is turned down, it will prevent the handle from turning fully counterclockwise, which would be the cold side.
So it would start out fully hot, medium hot, slightly hot. The limit would prevent the handle from reaching the fully cold position.
Or at least that's what I'm thinking.
