I had to replace my hot water heater because of the very high pressure coming from the meter. Ever since I had a prv installed, the toilet isn't flushing as well. The prv is set at 75 psi and is as high as it will go.
I tried finding another prv, that could be set higher, but none are rated higher than 75 psi.
I want the toilet to flush without blowing up the new hot water heater.

Unless your heater, and the previous one, were connected VERY INCORRECTLY, nothing is going to "blow it up". In fact, it would be more likely to "blow up" the toilet than the water heater. 70 psi is adequate for all your water uses.

I think water heater tanks are tested to 300 PSI. You shouldn't need more than 75 PSI for the toilet to work correctly, maybe there's another issue with the toilet.

The water pressure ONLY fills the toilet's tank. It has NOTHING to do with HOW the toilet flushes.

Right. I had a call a few weeks ago , someone wanted me to come to their house and increase the water pressure on a private well because the dishwasher wasn't cleaning the dishes very well.

The incoming water pressure to the water heater measured between 130psi. and 150psi. That's what blew the relief valve on top of the hot water heater. The hot water heater, electric 40 gallon tank was very old and was no longer up to code. I also wanted to install an isolation valve so I can turn off the water to the hot water heater, without going out to the water meter and shutting off the water to the whole house. Sorry, what I meant to say, was the relief valve on top of the water heater blew up, not the actual water heater.

A "properly installed" water heater ALWAYS has an "isolation valve" on it.
