 Why do they wrap the drain trap and cold supply line?

I saw this at a restaurant in Miami.

Why do they put these pockets to wrap around the drain and cold water supply lines but not the hot supply line? Does it have something to do with minimizing condensation?

the hot should have also been wrapped

the 'wrapping' is an ADA requirement

the theory is that paralyzed people in a wheel chair (wearing shorts) can not feel heat or abrasion and therefor must be further protected

The hot protector fell off, Building Maintenance didn't know what it was, and threw it out.

Some took it off, repaired the hot line, or faucet, and then discarded it.
