if a residential build.. say a development of 20 new single family homes.. would the plumbing contractor place the hot water tanks directly onto the basement (concrete) floor?

unless there is danger of flooding, there is no problem with the tank setting on the floor.

i thought they typically placed them on pavers or blocks, no?

There is no code requirement that requires water heaters to be raised off the basement floor. Now if the heater were in a garage it would have to be raised due to the possibility of igniting gasoline vapors, or if the basement is in a flood zone then the heater would have to be raised.

In 65+ years, I have not done it.

That does not apply to the heaters which now have the FVIR system. They only have to be raised if no other provision is make to prevent damage by vehicles.

i believe the new style gas heaters do not need to be raised ??? i might be wrong..
