 Sound Insulate pvc pipe in existing wall cavity

hello,
I live in a new construction house and on the lower and basement levels there is awful noise when toilets are flushed or sinks are drained above. The wall construction is typical 2x4 studs with 1/2" gypsum board on each side. There is a 4" PVC pipe that runs vertically in the cavity. (I saw this during construction). My questions is: how can I insulate this condition to reduce the noise? I do not want to remove the drywall. I was thinking of having expanding insulation installed into the cavity in each side of the pipe. Any thoughts or ideas are appreciated!

Your efforts will be futile since the pipe touches the sheetrock (3" pipe will fit in a 2 X 4 wall) and the sound will transmit on out. Not really much you can do at this point.

If you saw 2x4 construction? If you can verify a 4" pipe, you were mistaken, that wall is 2x6, and you have some options.
