Hi Chaps, I am an expat Brit living in Bogo City Cebu Philippines.
The toilets available here are of the American pattern in that the waste pipe connects to the underside of the toilet as opposed to the British pattern where the waste pipe connects to the back of the toilet.
I got my head around that, but quickly discovered that the local (Cebu Island) installation method is to simply cement the toilet over the wast pipe set in the concrete floor, if not a concrete floor then a concrete block.
The toilet I bought was an American Standard Simplicity model made in Thailand.
The toilet came with all fittings and included a rubber gasket (actually a plastic and a blue substance like Plasticine) made in China!This is what you chaps call the wax gasket?
Well I googled all this as it was new to me being British. And discovered that I needed a Flange!
The only flange available here is the Water Closet Flange Marketed by NOVTEK.

As this is all that is available This is the problem - The external diameter of the flange is smaller than the 4 inch pipe used for the toilet waste. So it cannot be glued to the waste pipe, the installation instructions seem to suggest the use of silicone sealant. Please check out their site and advise me accordingly re silicone.

not having access to the proper flange is a problem. I would glue a short piece of pipe into the flange (assuming the flange is female). this will extend the flange down into the 4 inch pipe. put a wax ring onto the floor centered on the 4 inch pipe. set the flange over the wax ring and attach it to the floor solidly. this should give you a half way decent seal from flange to pipe. not great but decent. set the toilet the good old American way with wax and bolts. look on the internet for step by step directions.

Thanks for your reply, the only one! My decision was this - To reduce from 4 inches to 3 inches using a 4 to 3 reducer. Then the flange is over the 3 inch pipe leaving a small space I will fill with silicone, then go on as usual. This is a modification on your solution. What do you think?

if you are saying you will reduce the existing pipe to 3 inch so the flange can fit into if better, that sounds good to me.
silicone will fill the gap. make sure to secure the flange well so it won't lift off. also use solid brass bolts and nuts.
P/S, don't be paranoid about only one response. yours is a unique problem and had you gotten 4-5 responses they probably all would have had different suggestions. good luck..
