 New garage/shop under slab requirements

I've built a 3000 sq. ft. shop and am preparing to pour a heated slab. I have drain plumbing in place and am working on under slab electrical and water supply plumbing. The electrical (PVC) conduits are required to be 18" below top of (6"winking smiley slab because the floor is considered "driveway". Does the water supply plumbing have to be placed deep like the electrical or can I place it just below the slab? The location is Douglas County, Colorado. The building interior is frost protected. There is no risk of freezing the plumbing pipes.

Any advice would be helpful.

there are no requirements for depth of waterpipes inside a building. 10 feet deep or 2 inches deep, it makes no difference.

Did you have an HVAC company design the in-slab, and spec the insulation for the slab?

Yes, I got two estimates and both recommended 2" XPS and 6 circuits of heat piping in a 6" slab. But this doesn't have anything to do with my question. My plumbing concern was whether water supply plumbing needed to be located at a depth under a "driveway"/garage floor like is required for electrical PVC conduits; 18" below top of slab.
