 working heater, but cool water.

The house I just moved into has a new electric hot water heater. The heater works. The hot water line coming from the heater is very hot. However,by the time the water gets to the sink and shower it is only lukewarm. I turned up the thermostat to 140 on both burners, it caused the water to be slightly warmer at the sink and shower, but it is still nowhere near hot. The water lines are made of white bendable plastic.

Need a bit more information. Is the shower a single handle? It may have a temperature stop under the handle.

how about the kitchen sink? we must ,by code, have water no hotter than 125 at the faucets and 109-112 at the shower. the thermostats on the water heater may not be accurate. as long as the water at the faucets and shower are in the range i gave you, you can keep inching up the controls on the water heater.
you can pick up an inexpensive thermometer like this and start checking temps.

Do the pipes run in the slab? If they do not I would guess that it is a problem at the mixing valve.
