 Hot Water Heater filling up

Why is my hot water heater filling up? I didn't notice if it has a shut off.

I noticed after several rain storms that the water along the water pipe was not draining properly, continous standing water. I turned off the house main, faucets, toilets, and sinks and checked the flow indicator at the water meter. It was still moving. I checked inside the house and under the house (mobile home) and saw no indication of a leak. I turned the city water off and the flow indicator stopped. To me this meant the leak was on my side of the meter, between the meter and the house. After leaving the water off for several hours while I waited on the plumber I turned the city water back on and the house main but not the faucets, toilets, or sinks. I heard the water heater filling up with water.

Also, the plumber wants to replace the entire length of pipe from the meter to the house. Which may be a good thing since someone who owned the house before me decided it was a good idea to plant trees about 2 feet all along the water pipe.

One last thing. The plumber told me he could not use his leak detector due to all of the standing water. Is this a correct statement?

Pipe replacement will be $1600 for about 150ft of pipe and it will be re-routed away from the trees.

If the water heater was filling up, where did the water go in the first place? It sounds like your main shutoff is shot, and you have another problem somewhere. Even though you didn't see an indication of a leak, the hot water tank didn't empty itself (unless the temperature and pressure valve discharged because nobody drains the sediment from the tank because it is hidden and hard to get to) Go find where the discharge from the T+p valve is and turn your water back on.

Thanks. I know where the discharge goes, but did not check it after turning the water off. I will check it and post my finding. And afterwords drain the sediment. You're right about never checking it. I know I should, but never remember to.
