 How to turn off water to sink?

Hi, I'm about to repair a leaky faucet and I just need a little help figuring out how to turn off the water below the sink. There aren't any knobs, but just a couple fixtures that look like they have a screw at the center, but it's hard to see too clearly with the reflection from my flashlight.
I tried turning it with a wrench, but it's pretty tight and I'm worried if I force it, the whole thing will snap off.
I can't figure out how to post a photo that's not an html link...Sorry.

click the button and follow the directions on the How to show images above the word sink in your title. You may need to find you main water shutoff instead. I suspect that you may have tamper proof shutoffs. Is this in a private residence?

I just figured out that whoever installed this made it so you had to turn it counter-clockwise to turn off the water. Simple fix, but silly problem to have. Thanks for the quick response!
