 Can't find a leak

I have had six plumbers, and three leak detector people out here and cannot find my leak. When I shut off the water valve the meter stops spinning. I have galvanized plumbing, and was told just to replum the house in hopes of fixing the problem. EXPENSIVE proposition! My grass in the front grows weird, but all the valves, toilets etc. have been checked without resolve. There is no wet spot or sounds. Anyone have help? I'm desperate, I've only been here 2 months!

Where is the "water valve" that you are shutting off(In/at the house? At the meter?)? Are there lawn sprinklers? Water softener? Swamp cooler? Are there in-ground pipes under the house? In-ground pipes for garden hose bib?

Where is the valve you turn off to get the meter to quit spinning ? At the meter ? I'd put a valve just inside the house, that'll quickly tell you if the leak is inside or outside.

IF the leak were inside the house, you would find the leak immediately. If all those people cannot find it, then you must have a very incompetent labor pool. A "leak detection" company should be able to PINPOINT the leak in a matter of an hour or so, IF they know what they are doing.

The shut off is in the front of the house. Pipes are mostly underground. There is no sign of water anywhere and the meter spins even when no water is running.

You mentioned that when you shut off the water valve, the meter stops running. You also said that the shutoff is in front of the house. Does this mean that you don't have a main valve inside the house? What kind of foundation? If you can't shut off the water inside the house directly as it comes in, you have a problem.

Galvanized is known to fail before copper pipe does. I am guessing you have a leak between the meter and the house, otherwise you would have water show up under the house, if you have a crawl space or basement. If you have a slab floor, the leak could be anywhere in the system. If you have a slab and galvanized installed under ground than I would replace the entire line meter to a new copper (in the house plumbing).
