 pipe penetration leak

During torrential rain about once a season I notice some wetness around the penetration of my main 3/4 copper line thru my cement foundation wall. It doesn't appear sleeved and there is only old caulking around the copper.

Its been going on I assume for a long time as you can see the green patina crust on the pipe right at that penetration point. That and being that its prior to my shutoff valve, I am very afraid to be picking at this caulking.

What would be the best way to go about fixing this?

no quick fix

either

recaulk

or chip out and sleeve and caulk properly

Once per season only during torrential rains.. I would probably let it be in my house. If you want to make a proper repair, the old caulking will need to be removed, and the area around the pipe cleaned out, and hydraulic cement put into the joint.

Im thinking I might just leave it as is unless it becomes more of an issue. Have you seen this issue before?

If I tried to recaulk without pulling the old stuff out of the joint, is it a bad idea to be caulking right on top of the green crust? What type of caulking do you suggest?

You guys suggested hydraulic cement... I didn't think that was allowed on top of an unsleeved pipe. I assume you mean remove everything.... somehow sleeve the pipe? and then add cement....

if you sleeve the pipe you need to seal between the pipe and the sleeve or it will leak.
