 low water level in toilet bowl

I have a new "Compact Cadet 3 FloWise One-Piece 1.28 gpf Toilet" and it doesn't seem to ever have enough water in the toilet bowl. I know it is a low volume toilet but the water in the bowl just covers the lowest portion of the bowl. I read the installation instructions and looked in the tank but can't see any way to adjust it. I did notice that there is an extra piece in the tank that is not in the instructions. On top of the flapper there is a yellowish piece about the size of a one inch slice of a banana. It is attached to the flapper by a very short piece of chain and has a short piece of chain coming out of the top side too. I am wondering if this is supposed to be connected to something and can't see what purpose it serves. Or if it is somehow related to the lack of water in the bowl.

When I flush the toilet is sometimes seems like there is a clog somewhere because instead of shooting the water down it will create a large gushing bubbling. And after the flush when it refills the bowl gets water but not much. But if I hold the flapper up then water will fill the bowl to a more acceptable level.

Any help will be greatly appreciated.

I call it a lesson learned. Next time get a Toto Drake 1.6 gpf
