I have a Culligan carbon filter system under my kitchen sink. It's been inactive for around 3 years (since I moved in) and I'd like to get it back up and running. The water supply valve has been closed all this time so I'm unsure if cleaning the filtration housing and replacing the filters and running the water for a while is sufficient? should the tubing be cleaned/replaced? I'll need to check for leaks especially near the valve. Thanks for your help.

I would turn the water on and check for leaks. If no leaks, I would turn off the water and then remove and clean the cartridge housings. Install new filters and run a little water to flush the lines.

Looks like a standard Culligan residential filter system. I'd download the owners manual or obtain one from you Culligan Dealer. Read it twice.
I'm not sure if they use the standard 8 inch filter or their own special filter element.
