 the sound of water leaking

when I place my ear to the shower tile, I can hear what sounds like water running.
When I check the water meter, it does not show any usage. When I turn on a faucet,
the meter runs. When I turn off the water heater, the sound continues; when I turn off
the toilet inlet, the sound continues. When I turn off the water valve to the house
the sound stops.

what is going on?

If the water meter isn't spinning and you hear a leak, it could indicate that the water meter isn't working properly. If shutting the main valve to the house supply off stops the noise, then you may have a leak. If the leak is bad enough that you can hear it, you should see evidence of water leaking below.
