What type of tub drain stopper is this and how do I remove it to clean it out.

If it's in a brass drain it will probably be have to be destroyed to remove it.
If the drain is partially clogged it's better to go down thru the overflow opening.

I would slide a screwdriver under the stopper to prevent it from twisting as much, and grab it with a set of pump pliers and pull it out. It is either a very poor design, damaged, or doesn't belong with that particular drain. Stoppers that are pulled out manually should be tapered so that this can't happen.

The manufacturer sends a suction cup with the drain assembly for removing the disc but if you stand it on edge and grab it with pliers, it will pull out pretty easily.
