from what I can tell, pipes on outside wall only run to kitchen which is fine. no pipes in cellar, that we can touch, feel frozen or extremely cold. yes, it has been very cold for the past week including yesterday (below zero at night with wind chill) but no problem until about 6am this morning (up until about 10:30pm last night was ok)

Your water pressure would have to be extremely low for it to be a pump problem, so frozen pipes are the most likely.

so you do not know for sure the route the pipes to the upstairs bathroom follow?
pipes will not freeze in a nice warm basement.
are your bathroom fixtures located on an outside wall?
