you tub spout may be partially blocked, the line from the tub spout to the shower valve could be obstructed, the shower valve may be installed improperly, or there is an internal blockage in the shower valve that is limiting flow. To be more specific, we would need to see the valve, and if you can see the piping coming to the tub spout, it would help to know what that is as well.

You may just need a new diverter spout.

When was the valve installed, and how long has this been happening. you may have an undersized pipe from the valve to the spout. Is this happening all the time or just when you turn on the shower?

Keep in mind that water takes the path of least resistance, which is downhill and out of your tub spout. When the diverter valve on the tub spout is closed, water is forced to travel up to your shower head.
I am guessing that your diverter valve is worn out and not closing fully so some water is escaping out the tub spout while some water is being forced up to your shower head.
There are free online videos on how to replace a tub spout/diverter, but depending on your skill level you may need help.
