 hot water element replacement confusion

need some help in a bad way. i replaced the lower heating element in my electric hot water heater today. after installing the new element i opened a dedicated hot water faucet in our bathroom sink and turned the water supply back on at the hot water tank. as expected air began to rush out the faucet while i could hear the tank filling. i expected to have water flowing as soon as the tank was full. however after while i notice the rushing air had stopped yet still no water, i went to basement and the sound of water filling the tank had also stopped. i can turn on the hot water in shower and hear water begin to cycle through hot water tank, as well as every other faucet in the house. this particular bathroom sink is the only faucet with seperate hot/cold valves. now the really confusing part is that the cold water wont flow eitheryet it does from every other valve. i have also checked the dedicated hot water feeding my washing machine and can get water from there and hear it cycling through tank. my biggest concern isnt neccessarily the lack of water in bathroom, although it is an issue, my main concern is whether my hot water tank is full or not and if its safe to turn the power back on to the unit so my family can have hot water... PLEASE HELP, im completely confused!!

Remove and clean the aerator from the faucet spout. It clogged with debris that broke loose from turning the water off and then back on. If you have water coming from the other faucets at the hot setting, you can turn the heater back on.

you should flush out the sediment from your hot water tank at the same time as well.
