I am trying to replace the spindle but I can not get the two discs off of the stem. There appears to be an O ring just before the first disc.

you must have the allura trim.
see if this helps..
the T-11 is what you are after. it is below the T-1920 after you remove whichever handle you have.
the T-12A stays together as one piece

What I have are the two cylinders shown just to the right of T26. The smaller one seems to have a rubber ring under it and I am unable to remove it from the stem.

It looks like T26 was installed rather than discarded. The two cylinders are part of T26.It appears the plumber threw away the wrong part.

Usually it is the contractors that throw away the necessary pieces in my experience.. Usually a new guy that is cleaning up and finds a bunch of faucet boxes stacked in the closet that he thought the plumber was too lazy to throw away..
