I recently replaced my pressure regulator. It was really old and my water heater was leakin from the pressure valve. Anyway now I get this chugging noise when the water is running. Mostly with my downstairs toilet but sometime with other things. It appears that the pressure regulator is doing it. I went and purchased the same regulator and replaced it expecting that to fix it ( i assumed that i had just gotten a bad one) but it hasn't. So there is the shutoff valve, the pressure regulator, then the water softener, then the water heater and also an expansion tank. I did call sharkbite who makes the regulator and they said to take it apart and make sure that the screen wasn't plugged and then try to adjust the pressure but no luck. I had the pressure as high as 60. It works in the sense that my water heater isn't leaking from the pressure valve any longer. Any help that anyone can give would be greatly appreciated.

If you installed it on copper pipe, did you remove the little plastic grommets?

The short answer is no. I have PEX coming in and copper going out. I used the sharkbite stuff you push in. Is there something that is supposed to be removed on the copper side? I didn't see anything like that in the instructions but I could have missed it.

There should have been. There is a plastic stiffener piece that is inside the fittings. When using flexible tubing such as pex, it makes the area where the seal is made into a rigid uniform surface. If copper is installed, it will dance around as the wall thickness of copper is thinner, and thus has a larger inside diameter. If it is in there, it could potentially make all kinds of noise. In this picture it is the white piece inside the attachment points of the shark bite. Needle nose pliers are the easiest way to get the little sucker out.
