Just replaced old faucets with new Moen product. Noticed there was an extra elbow joint on the old tail piece that connected to a rubber hose that ran into wall which was not on new tail piece which connects to waste seat. Only has opening for pivot rod. Do I need to connect and get a new tail piece to accomodate or can I plug opening at wall?

it may be a trap primer for a floor drain or the like

if the connection at the tailpiece is slanted down it would be a trap primer. if it is slanted up then it is likely a condendate drain from an AC unit.
in either case it must not be eliminated unless it is determined that it is not needed.

It is most likely a condensate drain, but I will assume since you bought a DIY faucet, it has a plastic tailpiece and the old one will not fit it.You will have to get a "branch tailpiece extension" to reconnect it.
