Water sputtering after water heater installed

We had our water heater replaced a month ago (40 Gal changed out with another 40 Gal) and now our water sputters or almost hammers when it comes out of the sinks, showers etc. The water pressure valve was replaced and that isn't fixing anything. I am being told from a plumber that we could add a pressure regulator, house air chamber, and an expantion tank on the water heater will fix thsi?? WIll it fix this problem?

Can I do anythign myself so it saves me $700?

Author: KCRoto (MO) Public or well water? Is this happening in all faucets and showers? hot and cold? A thermal expansion tank isn't ever a bad choice, but I would change plumbers I think. If this was only really happening at the kitchen sink I would suspect that you have a diverter going bad in your faucet.

Author: Benson (MO) Public water, yes it is occurring in all sinks (kitchen and bathrooms) and showers/tubs. It does it with both hot and cold

Author: hj (AZ) When you say "house pressure valve" wasn't that a "pressure reducing valve", and a "house air chamber would be useless. FIRST, you have to determine WHAT is happening, exactly, before spending time and money guessing at a fix.

Author: Benson (MO) By house pressure valve, I am assuming he is referring to the pressure reducing valve, which was also replaced, but he is saying that it's not big enough and may need to be bigger.

Author: KCRoto (MO) You need a new plumber. Are you in the Kansas City area? If so I know a licensed master plumber with 30ish years of experience.
