 Cold water pipes in sun

The cold water stays hot for a very long time as pipes are sitting in sun, they are on concrete. I live in San Diego and we have a drought and hate to run water to cool. I currently use lots of ice to cool water but is there something I can put on the pipes to insulate them or perhaps something to shade them would help?

If the cold water main is not insulated, it should be, although you may find it does not make a lot of difference with San Diego temps.

1 inch/2 inches of foam and boxed with wood may begin to help......
