In that case they are NOT plumbers, because an electric water heater is one of the easiest devices to troubleshoot, along with the house hot water piping. We do not know all the facts, just what you wrote, and that is not enough to diagnose the problem.

How do you know you're making hot water in the tank if it's not going to the faucets? If it is making hot water in the tank and you know that for sure then I would suspect a bypass valve at the heater is open. Most HWH's don't have a bypass but you never know... Some systems have a mixer valve in the northern climates to warm the cold water a little in the winter.
If you don't know for sure that there is hot water or you do know there isn't then check the thermostat by putting an amprobe over the switch leg, you can't rely on just a voltage. It's also possible that you have a 220v with neutral where if the neutral gets opened it will burn out your elements prematurely. so many possibilities... Please let us know what you find.

220/240 v systems do NOT have a neutral at the element, EVER. If there is a neutral, it is a 480 v system with 277 v elements.
