Our plumbing has been having issues for a few weeks now. We had a plumber out to roto-root once. The problem seemed to be fixed until the clean out cap popped off. The plumber returned to put on a new cap. Again, the toilet and shower would back up. We had the plumber out again and this time a video guy. The video showed everything was fine except one thing. At the end of our line, it appears the neighbors yard is settling which causes about an inch of our pipe to be covered. Could this be causing the backup and are we responsible, the city or the neighbors?

1. What you are describing should not cause the problem
2. Your sewer should not be on your neighbor's property
3. In most cases you are responsible for the entire pipe from the house to the connection with the city's main line.
