 Toilet flapper built into overflow tube?! Confusing contraption.

I'm trying to replace the fill valve and flapper, and I opened up my tank to find this. The overflow tube appears to be slanted, and is attached at the middle to the flapper. The whole overflow tube/flapper contraption is attached to the flush handle (I removed the chain in the pictures). I'm really confused... should I be worried about possible overflow? How would I replace the flapper?

The overflow is the hole in the corner of the tank, under the handle. The black rubber flush valve disk pops off from the plastic tilt assembly.

you have some version of the American standard tilt flush.

Basically the #4 flush valve with a snap on disc. The model is immaterial, the only important thing is that the disc snaps on rather than attaching with a bolt. Those are the only two models of discs.
