 sewer pipe leaking

I had the floor replaced in the bathroom and ever since, there has been MOISTURE I found on the top of my washing machine. At first, it was just a small amount and very puzzling. Now, after many months, I can see that the pipe from the toilet where it joins up with the main sewer pipe is leaking.
Is the joint between these two usually welded? If so, could it be when the toilet was was put back, the seal was not replaced, and is really what's leaking?
It took a long time before I could even see where the moisture was coming from. Now there are definite water marks on the lower sewer pipe and it is(yuk) dripping on my clothes washer!

assuming you replaced 'vinyl' with tile:

did a plumber raise the toilet flange to the proper elevation ?

bottom of flange should be resting ON TOP of the new finished floor

whoever re-installed the toilet did not do it properly...
