I have had a problem with water hammer ever since my HOA repalced a PRV about a year ago. I've had three licensed plumbers out. We have put Souix Chief arrestors on the sinks, toilets, washer and dishwasher and I still get water hammer. They cannot isolate the source. Before we start ripping into walls for loose piping, all have said I should replace the PRV first. The PRV regulates pressure correctly (45 PSI) and none of them think anything is wrong with the PRV, but all seem to think we should start there. So, could the PRV be causing the problem and is there a way to check it to see if it is malfunctioning without replacing it?

When you state water hammer, what does the noise sound like and when does the noise occur? Have the previous plumbers heard the noise? Do you know what the water pressure is on the street side of the PRV? Is there an expansion tank installed?

It sounds like banging, such as unanchored piping. It occurs when valves are closed, it's worse on ones with solenoids (Washer & Dishwasher)

Yes, I can replicate it by turning the the kitchen faucets on and off

"Do you know what the water pressure is on the street side of the PRV?"

Street Pressure is 80 PSI

"Is there an expansion tank installed?"

Yes, and the pressure is set to 45 PSI
