I bought a new HD Glacier Bay 1 piece toilet that only has an 8" weir.
So, the water level in the bowl is low, meaning lots of bowl cleaning if you get what I mean.
My 10 year HD toilet has a 10" weir, so much higher water bowl level and no cleaning.
Can anyone recommend a toilet with higher level weir, or is this just the way new toilets are built to conserve water?

It varies from brand to brand and model to model. Part of the bowl design. Some bowls have a larger wetted surface area with less depth, and some bowls can have a deep fill and still small wetted surface area. The larger the surface area the less cleaning and less "streak marks".

But try one thing first, use a bucket to slowly pour into the bowl, does the bowl water rises up higher or does it just stay at the same level? If it stays at the same level, that bowl will never have higher water because the trapway & bowl were designed to have that depth. If the slow fill results in a higher elevation, you can tweak the tank's fill valve discharge to give more water to refilling the bowl via the overflow tube vs refilling the tank.

Another thing to consider is the bowl glazing. Some toilet brands have a "stay-clean" special glazing that might help.

I can tell you which toilet not to buy - the Toto Aquia II. It has a miserably low bowl water level, like a European washdown toilet. I had a customer scrap her Aquia and replace it with a Toto Drake just because she got tired of constantly brushing clean the Aquia. She is happy with the Drake.

Anyways:
old toilet, distance from front/top of water puddle to front of toilet: 4"
new toilet, distance from front/top of water puddle to front of toilet: 8"
Therefore, the new toilet has a steeper bowl angle, therefore a smaller water puddle.
Both puddles are 4 1/2 deep, but old toilet spreads it out over a wider area.
New toilet concentrates it in a smaller area.
Both toilets are HD Glacier Bay models, built about 10 years apart.
My guess is that I can measure the distance from front of toilet drain pipe to front of toilet, and roughly estimate the bowl angle and size of the water puddle I will get?
