Yes and they should not be flushed down a toilet, regardless of septic or public sewer.

Will flushable wipes harm your concrete septic tank? Probably not.

Will they cause you any septic problems? Absolutely yes. You will need to pump your septic tank far more often, which gets costly. If you do not inspect the tank and filter often, they can clog the filter and cause overflowing, which is rather stinky. And if they make it into the septic field, they can accelerate failure, which can be very costly.
