 Main shutoff valve possible going to leak

I suspect once I turn off my main water valve there will be some leaking or dripping. I know you can tighten the nut a little and this may stop. My guess is the packing is fairly old. I have some Teflon packing, but I am a little hesitant on doing this. As you can see it is very hard to access, and the end of the valve is fairly close to the furnace. Here is a couple of questions

Do you think I can get the nut off enough to put packing in it without taking the knob off the valve? Not sure I can even take it off

Do i need to shut off the valve at the meter pit to mess with this valve.

repacking a valve of that type is one of the simplest jobs in plumbing.
