 Antique plumbing question

I have a 100 year old home, bathrooms have 4 handles one for the shower hot and cold, other lower two are hot and cold for the tub, I am getting water to the shower, nothing comes out of the tub faucet, faucets to tub have been removed cleaned new washers working fine etc.. no water is getting to the tub, what is the valve I have circled in this photo

That's not a valve. It's a tee fitting with the branch capped off. The 2 cpvc valves are turned off and they feed the tub(maybe also the shower). You have no water to tub with those valves open?

Thank you for the reply, shower works fine when I turn the two valves open, I cannot get nothing to the tub, it makes no sense to me
