Water under toilet?

I'm curious why this happened with my two toilets. I bought a small wet vac to remove the water from the bowl so I could clean stains off the bottoms of both toilet bowls. I did not shut the water to the toilet off. I sucked the water out of the bowl with the wet vac. Within a couple of minutes, water starts to appear on the floor around the outside base of the toilet. This happened with both toilets. I never have this problem if I shut the water off and sponge the water from the bowl. Why might this happen?

Author: george 7941 (Canada) Absolutely no reason as to why this happens. Does the water on the floor appear before the first flush after vacuuming? Edited 1 times.
