Reason for no water coming into condo since beginning of the year?

my condo (built in 1974) has not had water since the beginning of this year.

Water valve inside is a bit loose. the neighbor whose condo is attached claims to have water.

My condo had a leak in 2015 that caused water restoration, and a new shutoff valve was put in. plumber look and says he "guess" the problem could be that the water shut off valve inside sems loose, but he's not sure.

Can a loose water shut off valve keep water from coming inside my condo?

Plumber was inside my condo about 15 minutes.

No water coming from outside spigot either.

The condo community has major water issues- such as a big swimming pool leak withing the last year and a triple digit water bill each month.

i don't know exactly what you mean by a loose water valve?

i'm guessing that the water is shut somewhere and the valve was intentionally loosened to act as a drain point.

plumber says the turn off valve is loose and could need to be replaced. it was replaced in 2015. could this alone be the problem for no water inside the condo and no water coming from the water spigot outside? thanks for you reply

Maybe a broken gate valve?

Somebody was still installing gate valves in 2015?

Considering they've been without water for 10ish months and "plumber" can't find the problem, anything is possible.

thanks Steve. if the gate valve causes water to not flow into the house or come from the spigot that might be the problem. Just praying it's nothing major- it has already been a major headache working with the HOA that just took over less than a month ago and claims to have no historical records of anything.

plumber was in the condo for probably less than 15 minutes- only checked the closet with the water heater and furnance- didn't check the bathroom or kitchen faucets or valves. but have another one coming tomorrow and will see how that goes
