In the process of flushing my water heater and replacing the anode rod, I tested the water pressure at the water heater and found that it is at 120 psi. I tried adjusting the pressure regulator on the main line into the house and found that if I adjust the regulator down, I can get it down to 40 or less psi while I have a tap or two running. However, when all taps are closed, the pressure goes back up to 120. Does the pressure regulator need to be replaced?

How long after turning off the taps, does the pressure increase to 120?

Replace the pressure regulator and if you have an external filter or screen, check it for debris.
