Packy, I also googled it and got the AI explanation. There's no dimensions that I can see online, that limits how wide a recess in a wall can be and still be called an alcove. I agree it's a very poorly written code.

Where are you trying to install the water heater and what exactly is the question? The instructions are vague but they may not apply to your specific install. Have you tried calling the manufacturer? The code reference that you linked to talks more about modifying vent arrangements from an older exhaust type vent to a newer condensing type vent that can be done thru a sidewall with PVC.
