I have a single handle Delta tub shower diverter. I believe the rough in valve is a R10000. Over time the amount of water coming out seemed to decrease. I replaced the diverter cartridge and with the new cartridge almost no water comes out. I removed the cartridge and turned on the house water and lots of water sprayed out of the housing, so hot and cold water is getting to the valve housing. I removed the pressure control from inside the cartridge so the cartridge was empty and should not have had any control on the water. Turned the water on and can hear water coming to the housing and stopping with very little water going to the tub spout.
With the valve cartridge removed and water off:
I can blow air from the shower spout and get good air going out the tub spout.
If I blow air in the tub spout it does not come out of the shower spout or the open valve housing.
If I blow air in the valve housing, it does not come out the tub spout or the shower spout.
Any thoughts?

Thanks for the reply. There is no strained at that location. What is the function of the vertical tube that is visible through that office?
