 Installing Phyn, Leak detection shut off valve (CA - LA Area)

Hey all!
I have had a couple of customer asking to get a Phyn water shut off on their water main. If you are unfamiliar with Phyn its essentially a submeter that shuts off water if it detects to much water flow for long periods of times (it learns whats normal per house hold).
The question I have is its a 3/4" inlet valve and Phyn states it can be installed on up to 1-1/4" water line. I am confident it is against code to downsize that much even if its only just about 16" but can not find it in the code book. Can anyone confirm its against code, and provide the code? |

my code talks about there being sufficient volume of water so that all fixtures work as intended.
it talks about fixture units and gallons per minute.

if you total up your demand and come up with 1 1/4 inch required pipe size, i don't think any inspector will allow a restriction down to 3/4..

The Phyn Plus has one inch threaded connections on it. They are coming out with inch and a half and 2-in versions.
