 Cleanout "brackets"?

I am in New York City and saw these cleanouts in a commercial building outside by the garage.

Why do they put this bracket over the cleanout cover? Does that not block the access to the cleanout? Or is this to prevent someone from tampering the cleanout? Or may be it is to protect the cleanout from being hit by a car inside the garage? These are large cast iron pipes probably 8".





May be there is enough room to remove the CO cover and snake the pipe still?

The 'covers' are protective against 'most' impact(s), and YES, there is ample clearance to remove the plug using a proper wrench and more than ample clearance to run the snake DOWNWARDS.

They are usually installed around bumper height of a car To protect the piping the cleanout just happens to be at that height

You will see these in warehouses also where there is a lot of forklift traffic.
