Greetings,
This is where the water comes into my house. I have a leak in the following fitting. It seems like a thermoplastic coming from under concrete driveway. How to fix the leaking part? The tubing is 3-1/2" in diameter.

Best bet is to cut the black plastic pipe and install a pack joint or barbed fitting on the plastic then connect back to the copper

the leaking FITTING may measure 3+" in diameter
the tubing/piping/water supply does NOT
you have a plumbing issue - hire an actual plumber

NOT IPS
'possibly' CTS 1" which would actually be 1.125" OD
measure the actual OD with a caliper

if its copper tubing then it is either 3/4 inch (WHICH IT IS NOT) 1 1/4 inch (which it is not) so are left with 1 inch copper tubing.
there are plenty of underground fittings available to replace what you have.
i say underground because they are stronger and heavier than household type stuff.
looks like one of these should do
